China Newsweek: SUSTech, Shenzhen’s Solution to Higher Education Reform

Since its foundation in 2012, SUSTech has undertaken a dual mission: to explore a new higher education mode with Chinese characteristics and to increase Shenzhen’s competitiveness in education and high technology. Despite numerous setbacks and much room for improvement, what SUSTech has achieved is highly respectable.


Compared with other Chinese cities with numerous top-ranking universities, Shenzhen does not have enough attraction for high-level talents in this regard. To compensate for such shortcomings, Shenzhen has been building local branches of well-known universities as well as original universities based in the city, and SUSTech stands out in this trend.


SUSTech was already a highly anticipated university before taking off. Before its official inception, multiple policies were passed to secure the autonomic status of SUSTech and implement its governance structure based on a board of trustees. At its core, SUSTech revolves around the three pillars of “Research, Innovation, and Entrepreneurship,” and aims to promote the goal of “rooted in China, striving for a world-class university.” It also emphasizes small classrooms and elite education, which fosters talents for the economic, societal, and technological progress of the Pearl River Delta and indeed, China as a whole.


SUSTech has not failed people’s expectations since it has become China’s leading reform force in admissions, human resources, scientific research and curriculum design. For instance, admissions are based on the independent recruitment scheme known as “631,” which divides students’ entrance examination score into three parts. Students are assessed on their gaokao score (College Entrance Examination, 60%), SUSTech’s independent recruitment systems (30%) and a student’s overall performance in high school (10%). For faculty members, the recruitment scheme follows the mainstream international tenure and promotion policy. In terms of scientific research, interdisciplinarity, principal investigator policy, and academically inclined startups by professors are SUSTech’s outstanding characteristics.


There are multiple factors behind SUSTech’s success, such as the local government’s increasing expenditure on education, the Ministry of Education’s increasing focus on the uniqueness and quality of China’s education, learning from the successful experience of world-class universities, and the public’s attitudinal shift towards the bold reform measures of SUSTech.


From now to 2020, SUSTech will be laying its foundation and aiming for “Double First-Class” recognition; from 2020 to 2025, the university will strive for national excellence; and from 2025 to 2049, it will reach for global impact. The future of SUSTech is bright, and the world is here to witness it.
